If my friend got rejected from UC San Diego does he have a chance for UCLA?

My friend got accepted to UC Davis and UC Irvine but got rejected from UC San Diego. He has a strong 4.2 gpa swim team and so forth. But Im just curious is it possible or impossible to get accepted to UCLA after being rejected from UC San Diego? I mean 45% of students at UCSD are accepted compared to UCLA 27%. But both schools have different process for admission. So what do you think?
