IS this a good idea? Boy advice!!?

Ok so i like my neighbor who is my best friends brother and he is not allowed to date till 16. I like him ALOT and all my friends and his sister say he likes me back but not ALOT. We talk, he shows off infront of me ALOT, he also makes me laugh alot :) and his sister says he stares at me 24/7, i just dont notice it. Were both a litttle tiny bit shy. I wanna get closer to him so would it be a good idea to do this- when im sitting on the couch with him should i scoot close to him and like put my hand with his? Also, what are some other flirty things to do?
