Was Myra Hindley considered worse than Ian Brady because she was mentally sane?

In stark contrast to Brady, who was always mentally unstable (from childhood). It is virtually certain that Hindley had complete control of her mind and was fully aware of what she was doing. With Brady, however, there is much more of a debate to be had on that subject.
