What is the difference between North Korea and Iraq? Shouldn't NK be disarmed of it's WMD's? Please help?

All other posts I've found are 4 years old and do to recent events I think things have changed. Tensions are rising and I would like to hear some opinions on the subject. Im doing a speech on the topic.
