What is the easiest way to catch a northeaster pike about 18 inches long?

My dad and i went fishing and we caught a perch but we kept it on the line and tried to use it to catch a pike. the pike that we saw was right off the waters edge and it contantly looking at the perch. we thought it would strike. we kept the perch right next to the pike and the pike watched my fish for about an hour. but when the sun went down we left and the pike never even struck.
