What countries flag?

See that the City hall in Belfast is flying the Iraqi flag today. So why do that since he is not going near the place. Would it not have been wiser to have people dressed in the colours of the Iraqi flag under the landing path for Air force one? I know it is to late to organise this but surely these guys should have thought of this when they heard Bush was coming?
