How do I get to the last stage of a VS seaker battle in pokemon platinum?

In Pokemon platinum, im ev training on bicycle road, cycylist john, and the last stage you battle him on he has 57-59 farfeched, dodrio, and staraptor. But evertime i battle him, he has level 43 staraptors. I beat the elite 4, even after i beat stark mountain. Im confused :l
