What makes at state a state? What qualities must it posses?
How come Puerto Rico. the Virgina Island, and Guam are not states? Are they US territories? Are they protected by the US govt? Do they vote? And do they pay taxes? Are the people counted in the US census? Do you think they will become states in the future?
